Kato Paphos: living by the harbour and the archaeological park
Kato Paphos (Lower Paphos) is the coastal part of the city between the harbour and Poseidonos Avenue. It is both the tourist core and a genuine residential district: roughly 500 m to Vrysoudia Beach, a 17-minute walk to the harbour, 7 minutes by car to the administrative centre in Ktima. It carries the highest price per square metre in the city and the steadiest short-term rental demand. Buyers choose Kato Paphos when walking distance to the sea and to restaurants matters more than a large plot and quiet.
Where Kato Paphos is
The district occupies a coastal strip roughly a kilometre deep, running from the harbour in the west to the Geroskipou boundary in the east. Its spine is Poseidonos Avenue, lined with hotels, cafés and the seafront promenade. Universal and the Tombs of the Kings road lie to the north, Geroskipou to the east, and the historic Ktima centre uphill.
Kato Paphos is compact — almost everything inside it is walkable. That is unusual in Paphos, where most districts assume you drive.
Who it suits
Short-term rental buyers. Tourist flow runs April to October, while the harbour and archaeological park draw visitors year-round.
People who want to live without a car. Supermarket, pharmacy, restaurant and beach are all within a walk.
Second-home buyers who spend a few months a year in Cyprus.
Who it does not suit
Families with school-age children. The International School of Paphos is in Anavargos, 9 minutes by car — the daily routine depends on a car.
Anyone looking for quiet. Poseidonos Avenue stays noisy late into summer nights.
Buyers who want land and mountain views. For that, look at Tala, Tsada or Tremithousa.
Infrastructure and daily life
Iasis Private Hospital is 8 minutes away by car, Evangelismos 8 minutes, and Paphos General Hospital in Anavargos 9 minutes. Neapolis University Paphos is a 20-minute walk, which noticeably supports off-season long-term demand for studios and one-bedroom flats.
Larger shopping means Kings Avenue Mall (8 minutes) or the municipal market in the old town (7 minutes). Inside the district there are small supermarkets and mini-markets — enough for everyday needs.
Beaches and coast
Vrysoudia is the closest at 500 m. Alykes Municipal Beach is a 19-minute walk along the promenade. Faros Beach by the lighthouse, next to the archaeological park, is 23 minutes on foot — rockier and quieter. The coastal path links the harbour with the eastern edge of the city and is used by residents all year.
Property prices in Kato Paphos
Per the Investropa June 2026 summary, built on RICS/KPMG Q1 2026, the Central Bank of Cyprus RPPI and CyStat, the typical transaction range in Kato Paphos and along the seafront is €350,000–1,500,000 at €4,300–6,500 per m². For comparison, the median across Paphos as a whole is around €385,000 and €3,150 per m². A square metre in Kato Paphos therefore costs roughly 35–70% more than the city average.
New builds in Paphos sell for 18–28% more than comparable resale stock — VAT, construction costs and demand for turnkey homes account for the gap. On a resale purchase, budget 7–10% above the price for lawyer, transfer fees and furnishing.
The reduced 5% VAT rate instead of 19% applies to new homes up to 130 m² and €350,000 used as a primary residence, per Cyprus Tax Department guidance as of August 2026. In Kato Paphos only a limited part of the supply falls under that threshold.
Getting around
The harbour bus station is a 15-minute walk; route 610 runs from there to the municipal market and route 615 to Coral Bay. Paphos International Airport is 16 minutes by car (about 14 km). The A6 motorway junction towards Limassol is 11 minutes.
Kato Paphos or a neighbouring district
For the same access to the sea at a lower price, look at Universal: €3,200–4,500 per m² instead of €4,300–6,500, with SODAP Beach a 9-minute walk away. If everyday city life and price matter more, consider Ktima. For family-sized homes with more floor area, look at Geroskipou or Konia.
What to check before buying
Coastal Paphos still contains properties sold without an issued Title Deed, which complicates resale and mortgage. Check title status, planning permission and communal charges — in complexes with a pool and garden these typically run €600–2,400 a year.
