Universal: the residential belt between central Paphos and the sea
Universal is a planned residential district of Paphos between Ktima and the coast, north of Kato Paphos. Low-rise complexes with a shared pool and garden dominate here rather than hotels. SODAP Beach is a 9-minute walk, the Tombs of the Kings archaeological site 500 m, the city centre a 24-minute walk. Price per square metre is about a quarter below the Kato Paphos seafront with almost the same sea access — which is why Universal consistently ranks among the most sought-after districts for foreign buyers.
Where Universal is
The district lies between the Tombs of the Kings road and the coast, bounded by Kato Paphos to the south and the climb towards Ktima to the east. The layout is compact and regular: straight streets, densely spaced complexes, with small shops, tavernas, hairdressers and offices between them.
It is one of the few Paphos districts where you can genuinely live without a car — pharmacy, supermarket, café and the sea all fall within a walk.
Who it suits
People relocating to Cyprus permanently. Universal functions all year, not only in season.
Long-term rental investors. Neapolis University Paphos is a 10-minute walk and Iasis Private Hospital is in the district — a steady flow of tenants outside the tourist season.

Who it does not suit
Anyone who wants a sea view from the window. Most stock sits in the second and third row from the shore; panoramic views are rare.

Infrastructure and daily life
Iasis Private Hospital is in the district itself, 7 minutes by car from its centre; Evangelismos is 7 minutes and Paphos General Hospital 10 minutes. Neapolis University Paphos is a 10-minute walk, and its presence visibly shapes both the rental market and the resident mix.
The municipal market in the old town is a 23-minute walk, Papantoniou supermarket 7 minutes by car, Kings Avenue Mall 7 minutes. Inside the district there are mini-markets, bakeries and pharmacies.
Beaches and coast
SODAP is the closest at a 9-minute walk: small, part rock part sand, popular with locals. Faros Beach by the lighthouse is 24 minutes on foot. Paphos Harbour is 6 minutes by car. The shoreline here is rocky with coves rather than one continuous sandy strip; swimming is easier from the organised sections.

The adjacent Tombs of the Kings pocket runs €190,000–650,000 at €3,000–4,400 per m². The Paphos-wide median is around €385,000 and €3,150 per m².
Entry pricing in Universal is among the lowest of any coastal district: €135,000–230,000 realistically buys a resale one-bedroom flat of 45–60 m². New builds run 18–28% above comparable resale stock.
A significant share of Universal supply falls under the reduced 5% VAT threshold: up to 130 m² and €350,000 when used as a primary residence (Cyprus Tax Department, August 2026). Larger new builds in the district also clear the €300,000 permanent-residence threshold.
Getting around
The harbour bus station is 6 minutes by car, with route 610 to the municipal market and route 615 to Coral Bay. Karavella station, which handles intercity services to Limassol, Nicosia and Polis, is 7 minutes. Paphos airport is 19 minutes (about 16 km). The A6 junction is 13 minutes.
Universal or a neighbouring district
For maximum rental liquidity, if you are willing to pay front-line prices, look at Kato Paphos (€4,300–6,500 per m²). If price and everyday local life matter more, consider Ktima. For a house with land in the same budget, look at Geroskipou or Chloraka.
What to check before buying
Universal was built out in waves from the 1990s and complex quality varies widely. Look at the year of construction, the condition of roof and pool, the annual communal charge (typically €600–2,400) and whether a Title Deed has been issued. In older complexes the title is sometimes not separated per unit, which restricts resale.
